The City of Norwalk, in partnership with Primestor, is excited to announce its vision for the Norwalk Entertainment District, a dynamic mixed-use development with shopping, dining, and residences in a park-like setting.
The Norwalk Entertainment District is an opportunity for a sustainable mixed-use environment that includes food and beverage options, chef-inspired restaurants, local and boutique shops, entertainment, and free events accessible to the public. It will be connected by activated plazas and open spaces and anchored by the existing movie theater and hotel.
The Norwalk Entertainment District will be centrally located and accessible to the local community by foot, bicycle, and public transit. The site will give access to enticing dining and shopping experiences to Norwalk residents within a 1-mile radius, or 20-minute walk. The project will also be easily accessible to surrounding communities within a 3-mile radius, or 20-minute bicycle ride.
The expansion of the Norwalk Entertainment District will transform the Civic Center into the vibrant heart of daily life for all Norwalk residents. The reimagined plaza will provide ample green space for locals to relax outdoors and enjoy more frequent and varied events.

The plans for creating a city entertainment district date back to the development of the AMC movie theater in the 1990’s. Most recently, through its 2018 Economic Development Opportunities Plan, the City of Norwalk confirmed the Civic Center area as the best space to expand entertainment opportunities for public enjoyment and economic development.
Since Primestor’s involvement with the assessment of this revitalization opportunity in 2019, it has led the listed community outreach efforts in partnership with the City of Norwalk. Additionally, Community outreach effort are ongoing.
The opportunity was first identified in the City of Norwalk Economic Development Opportunities Plan in 2018. Since mid-2019, the Developer has been conducting outreach activities to solicit feedback from the community. Moving forward with a project at the Civic Center will entail a public entitlement process that is expected to take approximately 12 months. Following approval of entitlements, the construction of the project could begin, and would likely take approximately 18 months.
Yes, the redeveloped Civic Center and the new facilities will be designed to accommodate even more events. Initial feedback from the community has indicated the inclusion of various types of events that provide opportunities for people of all ages to enjoy the new facilities.
Community feedback is a critical component of what the proposed project will include. Details of the project will not be finalized until an entitlement process has completed. The project is expected to include dynamic retail and food and beverage along with plazas that can be activated with regularly scheduled community events. The project will also include housing and potentially other commercial uses. Entitlements are expected to take approximately 12 months once initiated.
This site is unique in its relation to the daytime population of the County office buildings, AMC theater, hotel, and access to major transit lines, and has been part of the long-term plan for the Entertainment District for the City of Norwalk.
Norwalk Entertainment District is complementary to the Heart of Norwalk visioning process. It defines an implementation plan for another district of the city that will benefit from increased investment and visitors.
In order to achieve a dynamic district that is activated throughout the day and evening, the integration of a residential component will be an important aspect of the redevelopment. Given the site’s proximity to the Metro and Metrolink, this site is well-suited to mixed-use development that includes residential uses.
